The Golden LEAF Foundation (GLF) was
created in 1999 to administer one half of
North
Carolina's share of the Master Settlement Agreement with cigarette
manufacturers. The Foundation is a nonprofit devoted to advancing the
economic well being of North Carolinians and
transforming its economy. It works in partnership with local
governments, educational institutions, economic development
organizations and other public agencies, and nonprofits to effect
positive change. The Golden Leaf Foundation, in conjunction with the
U.S. Navy, Cherry Point MCAS, DLA and other interested DoD agencies,
state educational institutions, and North Carolina companies, assisted
in creation of the North Carolina-Aerospace Alliance to assist
entrepreneurs in three areas:
certification and engineering, work-force training and access to
capital. GLF made $11 million in
grants available to support training and the development of capabilities
targeting replacement parts for aging military aircraft and other
defense related contracting opportunities. North Carolina State
University and other university engineering programs are helping
companies with certification requirements, including reverse engineering
and rapid prototyping, and new technology applications in advanced
manufacturing. Lenoir and Haywood
Community Colleges have established Advanced Machining Centers to train
high-skilled workers required by industry. The Neuse River Development
Authority, an experienced SBA lender, has received grant funds to
provide patient capital to defense contracting businesses that might not
qualify for conventional financing. Funds have provided to the NC
Community College System’s Military Business Center to coordinate the
efforts of the Alliance.
